The Nebraska Department of Transportation allocates funds to a workforce development program (WFD) which are used to reimburse employees participating in professional development activities. Those activities include workshops, classes and conferences. See the list of programs approved for the current fiscal year.
As WFD applies to employees of Nebraska LPAs, employees must be in full-standing and on regular status to benefit from WFD. WFD funds cannot pay for professional development while employees are on vacation, medical, suspension or other forms of leave.
WFD funds can be used to cover registration, lodging, meals (no alcohol) and, in some cases, required course materials such as textbooks.
In many cases, the Nebraska LTAP can direct bill the agency for costs involved in these activities. LTAP will no longer be able to direct-bill hotel rooms for LTAP courses, conferences and other events. The statutes, regulations and agreements that support the Workforce Development Program allow for reimbursement to local entities. As we are not a local entity, we want to insure that proper transparency is in place to continue to benefit from this funding. For expenses not direct-billed by Nebraska LTAP, employees should submit expenses to their employer. The local public agency should then submit a form with original receipts for all expenses. The local public agency will then be reimbursed for allowable expenses.
